Choosing a UAE E-invoicing Provider: Ask for Evidence

A practical scorecard for comparing provider status, integration, transaction visibility, security, support and the full cost of service.

Choosing an e-invoicing provider is an operational decision as well as a purchasing decision. Your finance team needs a service it can use, your IT team needs an integration it can maintain, and management needs a clear understanding of responsibility and cost.

Use a common evidence pack for every shortlisted provider. A demonstration built around your own transactions is more informative than comparing feature names on separate brochures. The questions below can help turn a sales conversation into a useful evaluation.

Verify the provider's current status

Check the contracting entity and its current listing against the Ministry of Finance ASP register. Ask for an explanation of any difference between the legal entity, product brand and organisation delivering the service. Keep the evidence with your procurement record.

Ask what the service actually does for your business

Discuss sending, receiving, validation, reporting and exception handling separately. Ask who prepares the structured document, where source-data corrections happen, how incoming documents reach accounts payable and who investigates a failed transaction. Allocate each responsibility between your team, your software supplier and the provider.

Have the provider show its approach to the PINT AE document specification using a representative transaction. Do not assume that a feature labelled XML upload supports every version, document type or scenario your business needs.

Evaluate one successful journey and one unsuccessful journey

Provide an invoice, a credit note and a deliberately incomplete record. Ask the demonstrator to process them through the proposed connection and show the operator's next steps. Include a recipient or delivery problem if a safe test environment supports it.

Can a finance user understand the error? Can the user find the associated documents and responses? Does the dashboard separate delivery from reporting? The MLS standard distinguishes message outcomes from business decisions, so a generic green success indicator deserves a closer explanation.

Review the service around the software

Request documentation appropriate to your risk assessment: security controls, access management, incident handling, data locations, subcontractors, backup arrangements and recovery testing. Check what any certificate covers, its validity and the organisation named on it. A logo on a presentation is not enough to establish scope.

Review support in the same way. Ask which channels are available, operating hours, escalation routes and response targets for different incident severities. Agree on what happens during a reporting issue or service interruption, including who communicates with your business and what records are retained.

Compare the full commercial commitment

Build a comparison using your expected workload rather than an advertised entry price. Include document allowances, additional volume, users, entities, integrations, onboarding, training, storage, support and exit arrangements. Clarify how sales, purchases, credit notes and retries affect any usage allowance.

Ask what you can export, in which formats, and how migration works if you change providers. Record who owns mapping changes and future specification updates. A clear agreement now can prevent difficult questions when you add a new entity or accounting system later.

Make the decision with a shared scorecard

Score shortlisted providers against the same criteria, attach evidence and record unresolved gaps. Finance should assess usability and reconciliation, IT should assess integration and recovery, and procurement should assess the contract and cost. Set pass conditions for requirements that cannot be traded for a lower price.
